Heiling a Cab

"'I’m a National Socialist – what you guys call a Nazi.... I’m a believer of it.' Demented NYC cab driver insists on his right to wear swastika armband".  He has been suspended for 30 days.  Does that mean that if a white New York cabbie wears a Ku Klux Klan robe while driving, he'd be called 'demented' rather than a hatemonger?
