Here's a news item from Argus Hamilton's latest column: "The National Highway Transportation Safety Board will ask Congress to lower blood alcohol levels to define legal intoxication. It just never ends. You're not drunk unless while driving you suddenly swerve to avoid a tree and then realize it's just the air freshener hanging from your mirror."
