"Public Outrage"

I saw this article about Michael Vick and the dogfighting scandal: "Dogfighting case triggers public outrage." How come babies left to die in hot cars receive LESS "public outrage"? I don't see any protests over that, or over rockets fired into Israel, or over the terrible murders of a mother & her daughters in CT.
