Odd News About The Release of the COVID Vaccine

Am I understanding this right? They're saying they didn't want to announce they had a COVID vaccine ready in time to help Trump, until they were sure that Joe Biden was the winner of the 2020 election?  Is that anything like how they didn't want to announce Biden's cognitive decline until after the first debate in 2024?

Is this Trump Derangement Syndrome gone wild?
