Shoplifters: Having the Last Laugh in New York

Here is Mayor Adams' new plan to thwart shoplifters in New York:

Well, this will certainly stop them!  Instead of prosecuting criminals, just coddle them even more with ideas that won't work.  The only people who think this is a good idea are the shoplifters themselves.
